To turn a digital page into a monochromatic color:

Click on the top layer in the Layers palette.

Click on the black and white circle at the top of the Layers palette and choose Hue/Saturation from the pop up menu.
When the dialog box comes up, click the "Colorize" box to turn your page into shades of one color.
Move the Hue slider to select the exact color you want.
Move the Saturation and Lightness sliders as desired and click okay.
Every layer below the Hue/Saturation adjustment layer will be changed to the color you chose.
If you don't want a layer to be affected by the color, click and drag it above the Hue/Saturation layer.
To soften the effect of the color, move the Opacity slider (at the top of the Layers palette) to the left until it looks good to you.

Hint: You can also use this technique on a single photograph which you can print out and place on a traditional page.
