Create a new document the size and resolution you want (File > New > Blank File).
Click on the Create a new layer icon at the top of the Layers palette.
Click on the "Create" Tab above the Palette Bin on the right.
Click on the Artwork button just below the "Create" tab.
Choose "By Type" in the menu on the left and choose "Frames" from the menu on the right.
Go through the frames and choose a style for your template.
Click on the frame you want and drag it onto your page.
If you need to resize or reposition the frame, get the Move tool and make sure "Show Bounding Box" is selected in the Options Bar.
Click and drag a corner handle to resize the frame.
Click inside the frame and drag to move it to a different location on your page.
Click on the green check mark next to the bounding box to accept the changes.
Continue to add frames until you have your page set up exactly as you want it.
Choose File > Save As. Save as a PSD (Photoshop Document) file.
